Formation of PHC Community Development Committee
There are various PHC development Committees formed at the federal, zonal, state, local govt. area, district, ward, village, and health facility levels.
The major ones at the grass-root levels are discussed below:
Local government PHC development committee: At the LGA level
Composition:
Chairman: The local govt. council chairman
Secretary: The local govt. PHC coordinator/medical officer of health
Treasurer: The local govt. area Treasurer
PRO: Any capable member
Other members are:
The Supervisory counselor for health
School of health technology PHC coordinator (where applicable)
Chairpersons and secretaries of all district development committee in the LGA
Chiefs/most senior community Health worker in the LGA District heads or their representatives
Heads of other health related departments (education, Social workers)
Principal officers of secondary Health facility in the area
Representatives of programs in the LGA, NGOs, women groups, religious groups and the mass media.
Functions
To provide PHC services
Plan and manage PHC services in the LGA
Identify training needs of the health workers and send them to appropriate training institutions Organize campaign, workshops, seminars and meetings
Ensure the establishment of district development committees.
Budget and manage PHC finances from the village to the LGA
Mobilize communities for effective participation
Collaborate with the government, NGOs and International agencies about health and health related matters.
Monitor health activities at the district, village and health facility level.
The District Development Committee: At district level composition
Chairperson: Village head or other persons as appointed by the committee
Secretary: The district health team leader
Treasurer: A trusted member of the committee
Other member includes;
All village heads within the district
Primary, secondary schools and higher institution heads within the district
The most senior agricultural extension worker in the district
The district community development officer
Representatives of NGOs and International organizations,
Representatives of religious groups, women groups, security officer, and other health related sectors.
Functions
Identify health and health related needs within the district
Identify available resources to meet those needs
Mobilize for active participation
Liaise with government and other voluntary agencies in finding solution to their health problems.
Monitor activities at both the health facilities and village levels
Forward all health plans concerning the villages, health facilities and the district to the LGA.
Village Development Committee: at village level composition:
Chairman: The village head or any other respectable person appointed by the committee
Secretary: A literate member of the committee
Treasurer: A trusted member of the committee
PRO: Any capable member
Other members;
Primary and Secondary School Headmaster or Principal
Representative of occupational/Professional groups, religious groups, women groups, non-Governmental organizations, staff of the health facility including the officer incharge, youth and age grade.
Functions
Plan for the health and welfare of the community
Identify resources available within the community
Set achievable local health targets
Monitor the implementation and evaluate the impact of the plan on the health Status of the community.
Select capable /appropriate persons in the community for training as voluntary Village health workers (VVHWs).
Select appropriate persons within the community to be trained as Traditional Birth Attendants (TBAs).
Supervise the activities of the village health workers and traditional birth attendants.
Give incentives in cash or kind to the village health workers
Forward local health plan to the district level.
Health Facility Development Committee: At health facility level composition: -
Chairman: A respectable member of the committee
Secretary: A literate member of the Committee
Treasurer: Any trusted member of the committee
PRO: Any capable member
Other Members;
Primary and Secondary School Principal\head teacher.
Representatives of religious groups, women group, age grade, NGOs, occupational and Professional groups.
Representatives of the staff of the health facility and the other committees.
Any other person as deemed fit for membership.

Select appropriate VVHWs and TBAs for training
Monitor and evaluate the impact of the services on the health status of the community.
Supervise the activities of the VVHW, traditional birth Attendants and Community Health Extension Workers in the community.
Establish a village health post
Liaise with other officials living in the village to provide health care needs and other community development activities
Provide necessary support to VVHWs/TBAs
Record and forward facility health plan to district level.
The Village Health Workers will work together with the committees to;
Disseminate information to the villages
Select suitable volunteers in the community to be trained as primary health workers.
